		<description>Well, my reading comprehension of Chinese isn&#039;t perfect, but I read in the Taiwanese press that Huang thinks he has a better chance to be a starter for the Yomiuri Giants in Japan because of his size.  Only 5&#039;9&quot; 165 lbs.  When he was in high school he was hitting 95 on the radar gun but seemed to lose velocity over the next couple of years.  He&#039;s gained some of it back but he&#039;s been pitching too much the past year with the World Championships and University Games.  He now sits around 90 and can touch 92-93 but at only 20 years old he&#039;s still a pretty good prospect.  He also has a decent slider and forkball.  Looks like the Rangers are the only other team in the running for him.  Like I said, it wouldn&#039;t cost all the much to sign him.  The latest I&#039;ve heard was Yomiuri is offering him $100K.  At those prices it&#039;s worth the gamble to me.  We could&#039;ve signed Ni Fu Te last year, but he went to the Tigers and pitched pretty well.  I hope we can get this kid.</description>

		<description>He&#039;d probably be a top ten pick in the draft, so you&#039;d figure he&#039;d get maybe a $2 million bonus at least.  I don&#039;t know if the M&#039;s are willing to pay more, but when you get into a bidding war these days with the likes of the Yanks or Red Sox you&#039;re probably going to end up overpaying.  Same thing goes for Chapman.  That&#039;s why the M&#039;s reportedly met with Huang Chih Lung&#039;s reps in Taiwan last week.  He&#039;s not as high-end a prospect, but he&#039;s only going to cost 3-400k.</description>
